This is a wall of Shinto Ema, or small plaques of wood where people write their wishes to be heard by the sprit(s) who live in the shrine. In Ancient times people would donate a horse to the shrine for good fortune, that evolved to giving a small plank of wood with a picture of a horse, and now flowers, or any old picture really There was a shrine I remember in Nara dedicated to boobies ([link]) and all the ema had a picture of boobs on them.
The text says 'ino gokaku' or 'success with your wish', or rather 'Your wish will come true'. Or something like that.
